Value-added tax (VAT) refunds were suspended as of September 5.
Pavlo Moroz, Director of Corporate Social Responsibility at MHP (formerly Myronivsky Hliboproduct), the largest chicken producer, has announced this during a discussion on economic support and recovery at the EFBM 4.0 Forum in Kyiv, according to UNN.
“As of today, September 5, VAT is no longer being refunded to exporters… Export-oriented businesses are not receiving the working capital needed to continue operations. Therefore, there must be comprehensive support from the government for both large producers and small businesses, taking into account their urgent needs,” Moroz said.
He emphasized that despite the importance of various grant programs and initiatives for small and medium-sized enterprises, the state must take a comprehensive approach to addressing the pressing issues of the real economy, which accounts for the bulk of the country’s foreign exchange earnings.
Former MP Vadym Denysenko also wrote on Facebook about the suspension of VAT refunds.
“As part of budget-saving measures, the government has made an unofficial decision to suspend VAT refunds to exporters. Against the backdrop of closed ports, this creates a perfect storm across all sectors of the economy that are still capable of generating added value. For now, the business community is only discussing this behind closed doors, hoping that the situation will change. But if this does not happen—and judging by the prime minister’s stance, the likelihood of this is relatively low—we will face catastrophic problems in at least four key sectors of the modern Ukrainian economy,” the politician wrote.
The government and the Ministry of Finance have not yet commented on these statements.
According to preliminary data from the Ministry of Finance, the volume of budgetary VAT refunds in September 2026 fell to UAH 9.9 billion, compared to UAH 15 billion in September of last year and UAH 21.4 billion in July. At the same time, for the January–September period, total VAT refunds amounted to UAH 170.9 billion, compared to UAH 131.2 billion for the same period last year, while VAT revenues from goods produced in Ukraine reached UAH 255.2 billion.
